Strategy Implementation, Governance & Budget Management
To optimize the implementation of the strategy for a large-scale organizational unit within the Dutch Tax and Customs Administration with an annual budget of 350 million euros, Terry coordinated the annual plan and the five-year strategic vision. He designed and implemented a goal-oriented governance framework to anchor the transition from a paper-based strategy to concrete, operational objectives.
In the context of large-scale administrative reforms and multi-year budget cycles, it is crucial to anticipate change fatigue and resistance, such as a critical attitude toward “yet another new management model.” This requires a sharp focus on the added value for senior management by actively addressing their needs and clearly demonstrating the direct benefits. In addition, translating strategy into operational objectives requires a careful approach. To ensure buy-in and effective execution, operational teams are involved at an early stage in formulating the objectives, with assigned responsibilities always accompanied by the necessary resources.
