Financial Management of an International IT Program

As a financial manager, Terry led an international IT program with an annual budget of 50 million euros, commissioned by the Dutch Ministry of Finance. In collaboration with 12 relevant directorates, he advised senior management on decisions worth several million euros, cost control, and strict compliance with EU regulations.

In complex, cross-departmental programs involving multiple stakeholders, it is crucial to maintain financial control when such a budget is distributed across various units. To successfully address this challenge, agile methods are needed, such as the Beyond Budgeting principles. Here, traditional, rigid annual budgets give way to dynamic processes focused on self-organization and intrinsic motivation. By creating a work environment with built-in adaptability, programs maintain both their flexibility and robust financial control, even in highly dynamic circumstances.
