As a financial manager, Terry led an international IT program with an annual budget of €50 million, commissioned by the Dutch Ministry of Finance. Working with 12 involved directorates, he advised senior management on multi-million euro decisions, cost control, and strict compliance with EU regulations.

maintaining financial control is crucial when such a budget is distributed across various units. Successfully meeting this challenge requires agile methods, such as the "Beyond Budgeting" principles. Under this approach, traditional, rigid annual budgets give way to dynamic processes focused on self-organization and intrinsic motivation. By creating a work environment with built-in adaptability, programs maintain both flexibility and robust financial control, even in highly dynamic conditions.
